I guess if you need to sprint in an Exo, it could be an issue. Expert tools can be found in stashes in red forest and above only. The higher you go the better the chance is. Giving an advanced toolkit to a technician enables you to up to army weapon repair kit and medium armor repair kit, if you give them an expert repair kit, you can buy the advanced weapon repair kit, and heavy armor repair kit. My advice is to buy the army repair kit, it costs around 20k. Alternatively for expert tools, you can do the quest for snitch to kill the top ten stalkers in the zone and you can save scum his quest reward if you don’t want to spend 5 hours finding them.
